Established in 2015, this workforce management programme addressed challenges experienced by a global technology and consulting organisation managing contingent labour and specialist consultancy services through multiple suppliers.
At the time, the company operated within a fragmented supplier landscape that created inconsistencies in commercial terms, workforce engagement practices and supplier management.
Administrative processes, including onboarding, invoicing, payments and compliance management, were resource-intensive, while limited visibility into workforce spend and supplier activity made it difficult to monitor costs, evaluate supplier performance and make informed decisions. The organisation also faced challenges in standardising contingent workforce engagements across the enterprise, resulting in varying approaches and limited central oversight.
These challenges are common among large organisations operating across multiple business units, geographies, and supplier networks, where workforce engagement models often evolve independently over time.
THE SOLUTION
A NEUTRAL VENDOR SUPPLIER MANAGEMENT MODEL
Atrium addressed these challenges by introducing a supplier management and governance solution that serves as a bridge between the client and its supplier network. Although not a traditional Managed Service Provider (MSP), the programme performs a similar role through a vendor-neutral model, enabling the business to continue working with preferred suppliers while benefiting from centralised administration, compliance management and programme oversight. The solution provides a consistent framework for managing supplier engagements, delivering greater control and visibility while preserving flexibility for suppliers and hiring managers.
OPERATING MODEL
The solution serves as the contractual bridge between the client and its supplier network, providing a standardised framework for workforce engagements. The business retains the flexibility to source work through either Time & Materials (T&M) or Statement of Work (SOW) arrangements.
For T&M engagements, suppliers submit charges through the solution. For SOW engagements, the client and the supplier agree on a fixed-price outcome, which is administered through the model. In both cases, a standard programme uplift is applied, creating a transparent commercial structure that simplifies administration and standardises supplier engagements.

SCOPE OF SERVICES
The programme manages the operational and administrative activities associated with the organisation’s external workforce. This includes supplier onboarding, contract administration, invoice processing, payment management, compliance oversight, policy adherence, overtime governance, supplier performance management, and spend reporting.
Suppliers retain responsibility for candidate sourcing, screening and vetting, consultant engagement and relationship management, payroll administration, statutory deductions and local employment obligations within their respective jurisdictions.
This clear division of responsibilities enables the organisation to focus on business outcomes while the programme manages administration and supplier coordination.
ENABLING VISIBILITY THROUGH TECHNOLOGY
As part of the workforce management model, a Vendor Management System (VMS) was implemented to improve oversight across the contingent workforce. The platform provides a centralised source of workforce data, improving insight into spend, supplier activity, performance and compliance. By standardising engagement processes and centralising workforce information, stakeholders gain a single view of supplier utilisation, workforce trends and overall workforce activity.

INTERNATIONAL DELIVERY CAPABILITY
Although managed from the UK, the solution has successfully supported workforce requirements across Europe as well as offshore delivery from India.
The model simplifies international engagements through a consistent commercial framework. The client contracts directly with and pays Atrium in a single currency, while Atrium manages supplier payments.
Suppliers remain responsible for meeting local employment requirements, including payroll administration, statutory deductions and employment-related liabilities within their respective jurisdictions. This approach enables access to talent across multiple geographies through a streamlined contracting and payment structure.
THE RESULTS
Today, the solution supports approximately 41 active consultants and manages around £3.7 million in annual workforce spend. Since its inception, it has processed approximately £47 million in spend and more than 35,000 invoices, demonstrating its longevity and operational maturity.
The model has significantly rationalised the client’s supplier base. Although more than 100 supplier agreements have been established, only a relatively small number remain actively engaged today. This has improved supplier oversight, strengthened performance management and reduced administrative complexity.
Business adoption has remained strong, evidenced by a 67% consultant extension rate. This level of repeat engagement demonstrates that hiring managers continue to choose the model beyond initial assignments and reflects successful adoption of a more consistent approach to engaging external talent.

This approach has reduced operational complexity, improved control of workforce spend, and provided a more consistent method for managing external talent.
Most importantly, the model transformed a fragmented supplier environment into a coordinated and accountable operating framework. By creating a single structure for engaging suppliers, the business has gained greater control over its workforce supply chain while retaining the flexibility to access specialist skills when and where they are needed.
More than ten years after launch, the solution continues to demonstrate how a vendor-neutral approach can deliver sustainable operational efficiency, commercial consistency and workforce agility.
